• <br /> •�;�tYOFk ; <br /> 7 <br /> COUNTY OF HAWAII -i= ''' <br /> ' ',' •�-_ STATE OF HAWAII <br /> RESOLUTION NO. 246 1)7 <br /> (DRAFT 2) <br /> A RESOLUTION SUPPORTING THE DEVELOPMENT OF A HAWAII ISLAND <br /> SHOOTING RANGE AS RECOMMENDED BY THE GAME MANAGEMENT <br /> ADVISORY COMMISSION. <br /> WHEREAS, there are 1.4 million people residing in the State of Hawai`i, and per the <br /> Department of Attorney General, Crime Prevention& Justice Assistance Division and the <br /> Honolulu Police Department, it is estimated that there are currently 1.2 million firearms existing <br /> in the State of Hawai`i; and <br /> WHEREAS, it is estimated via population analysis, that over a quarter million of those <br /> firearms are located in the County of Hawai`i; and <br /> WHEREAS, legal firearm owners residing in the County of Hawai`i have no legal and <br /> publicly accessible shooting facility to safely acquire proper firearms training, or to introduce <br /> family and friends to shooting sports; and <br /> WHEREAS, nationwide, more people participate in shooting sports than baseball, <br /> soccer, and skiing, and shooting is recognized as an Olympic sport; and <br /> WHEREAS,the Hawaii Police Department, and employees of state and federal <br /> agencies that require annual or more frequent firearms recurrence training, do not have a suitable <br /> public facility in the County of Hawai`i; and <br /> WHEREAS, increasingly, schools and youth organizations have developed programs <br /> relating to shooting sports, but lack safe and adequate public multi-purpose shooting facilities; <br /> now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> supports the development of an adequate, safe, and ecologically responsible public shooting <br /> facility for the Island of Hawai`i: I <br /> BE IT FURTHER RESOLVED that the Hawai`i County Council will encourage the <br /> appropriate agencies to establish a working group of recreational shooters, hunters, and <br /> government agencies to facilitate activities toward: <br /> 1. Determining basic facility shooting requirements, i.e. type of shooting venues <br /> desired, for example rifle, pistol, shotgun, air gun, archery, or other shooting <br /> sports. <br /> 2. Constructing a preliminary diagram showing all desired shooting venues and the <br /> basic infrastructure required to support them, and determine the land size <br /> necessary for construction, incorporating any required safety zones in order to <br /> prevent projectile escapement. <br />
