'S A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA TO ASSIST WITH EXPENSES ASSOCIATED WITH A RAT LUNG WORM DISEASE PREVENTION AND AWARENESS EVENT IN KAPOHO. WHEREAS, Malama 0 Puna is a 501(c)(3) local nonprofit whose purpose is to assure critical habitat for native species and open space for future generations; and WHEREAS, Malama 0 Puna, alongthe with Department of Health, Hilo Medical p Center, UH School of Pharmacy, Big Island Invasive Species Committee, and Puna Community Medical Center, is hosting a rat lungworm awareness event, which will be held on August 26, 2017, at Green Mountain in Kapoho, in the district of Puna, to increase awareness of rat lungworm disease and prevention; and WHEREAS, rat lungworm is a disease caused by the ingestion of a parasite, often passed on from snails or slugs, which can affect the brain and spinal cord and lead to severe headaches, neck stiffness,temporary paralysis and sometimes even death; and WHEREAS, rat lungworm disease is negatively impacting the local economy due to the lack of reliable information available for residents and visitors, which has left many weary of purchasing and consuming locally grown vegetables; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment,materials, or supplies for which the grant shall be used; and WHEREAS, Malama 0 Puna is requesting funds for entertainment, porta-potties, supplies for parking, copying cost for handouts, rat lungworm coloring books and crayons for the keiki, and artist and printing poster for the rat lungworm awareness event in Kapoho, which will be free and open to the public; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to Malama 0 Puna to assist with expenses associated with hosting an event to increase awareness of rat lungworm disease. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
