�<YOFy , <br /> COUNTY OF HAWAII '*� �' •*` STATE OF HAWAII <br /> RESOLUTION NO. 274 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE COVO <br /> FOUNDATION FOR EXPENSES RELATING TO THE 2017 FILIPINO-AMERICAN <br /> HERITAGE MONTH CELEBRATION AND BARRIO FIESTA. <br /> WHEREAS,the COVO Foundation (Congress of Visayan Organizations Foundation) is <br /> a 501(c)(3) nonprofit organization that preserves Filipino cultural traditions and promotes the <br /> socio-economic and educational development of Filipinos in Hawai`i, particularly those who are <br /> of Visayan origin; and <br /> WHEREAS, in 2009, the 111th Congress passed House Resolution 780 to officially <br /> recognize October as Filipino-American History Month, which provides an opportunity for all <br /> people in the United States to appreciate and learn more about Filipino-Americans,their culture, <br /> and their historic contributions to the Nation; and <br /> WHEREAS, Filipino-American History Month is also known as Filipino-American <br /> Heritage Month(FARM), and the 2017 FAHM celebration and Barrio Fiesta is scheduled for the <br /> month of October at the University of Hawai`i at Hilo campus; and <br /> WHEREAS, the COVO Foundation is requesting funds to be used for Barrio Fiesta <br /> supplies, food, and a PA system; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 1 will be appropriated to the Department of <br /> Research and Development to provide a grant to the COVO Foundation for expenses relating to <br /> the 2017 FAHM celebration and Barrio Fiesta in Hilo. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
