Formulation of press release for legislative informational briefing <br /> regarding GET and TAT <br /> They have received notification that next week the House and Senate <br /> will have an informational briefing re GET and TAT, on Monday, August <br /> • 14. Per the hearing notice, it will be held by the Senate Transportation <br /> and Energy; Public Safety, Intergovernmental and Military Affairs; and <br /> Ways and Means Committees. For the House, the relevant committees <br /> are the Committee on Transportation and Committee on Finance. The <br /> hearing will be held at 10 am at the State Capitol. Scott Ishikawa is <br /> here to discuss how we will proceed with this informational briefing. <br /> President Kanuha said the Legislature wouldn't have a briefing if it <br /> didn't already know what it was going to do. He said it would be great to <br /> have a position coming out of HSAC and the counties. <br /> President Kanuha said the State's draft presentation has been <br /> distributed. Council Chair White said the presentation provides five <br /> different funding options. He said on one page they say Oahu generates <br /> 76% of the TAT, which is incorrect. On another page, they suggest 85% <br /> of the TAT is generated on Oahu, and the reality is it's closer to 49% on <br /> Oahu and 51% on the neighborhood islands. On the page where they <br /> focus on Option 3, the numbers are very muddy, and if you add them up <br /> they don't reflect what the increase in the general excise surcharge <br /> would be. Council Chair White questioned the accuracy of specific <br /> numbers set forth in the presentation. (See the attached Notes on WAM <br /> . (Ways and Means) Draft Presentation on Rail Funding Options and the <br /> draft presentation relating to the Special Session 201.7.) He pointed out <br /> inaccuracies in TAT generation figures. With the growth of TAT, State's <br /> share went up by $96 million in two years, totaling $326 million. <br /> The Executive Committee reviewed the draft presentation and discussed <br /> whether to point out miscalculations and if so, whether the press was the <br /> right vehicle or whether legislators should be contacted individually. The <br /> members also discussed their availability to attend the Special Session <br /> on Monday. <br /> . Treasurer Anderson noted the Honolulu City Council has formed a <br /> permitted interaction group of four members on rail funding. The <br /> Executive Committee discussed who would testify and developing a <br /> strategy on testimony if the opportunity is available. The Committee <br /> requested a document outlining the corrections needed. <br /> Councilmember Hokama said the body should not focus only on the rail <br /> component, noting needs of the State for additional revenue to fund the <br /> annual required contribution for the Employer-Union Health Benefits <br />
