Departmental hiring managers review all the applications to assess applicant's qualifications <br />over and beyond the minimum qualification (i.e., work experience, knowledge, skills, abilities, <br />etc.). Departmental human resources representatives or assistants manage the referred lists. <br />The number of applicants to be interviewed depends on the results of the department's skill set <br />criteria and evaluation process. County departments develop their own lawful criteria and <br />weights to help in the selection process. These essential job duties are identified on the <br />position description (PD). A skill set is a particular "category of skills" necessary to acquire a job <br />(e.g., dealing with the public, research and planning, leadership, management, computer skills, <br />etc.). This skill set may be more encompassing and specific than the minimum qualification <br />requirements. <br />However, there are times when a large number of applicants from a referred list may not result <br />in a practical means of interviewing all applicants. The skill set criteria evaluation should be <br />used to identify applicants' fitness and ability to perform the essential job duties and to narrow <br />down the pool of applicants. This process should not be used as a means of solely allowing <br />consideration for a particular applicant. <br />The County's uniform Skill Set Development and Evaluation Procedures include: <br />• Identify skill set criteria based on the essential functions of the job listed on the PD <br />• Create Excel spreadsheet or other rating worksheet <br />• Review all the applications to validate the skill(s) acquired through education and <br />experience shown on the application <br />Background 4 1-, a g e <br />
