REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for five (5) 120 cubic yard Refuse Trailers for a period of five (5) years for the Department of Environmental Management, Solid Waste Division. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division is requesting to lease finance five (5) 120 cubic yard (CY) Refuse Trailers to be used to transport refuse from the East Hawaii Regional Sort Station (EHRSS) to the West Hawai'i Sanitary Landfill (WHSL). In preparation for the closure of the South Hilo Sanitary Landfill (SHSL), the division needs'additional trailers to transport refuse to the WHSL. Currently, the division uses 100 CY refuse trailers to transport refuse from the transfer stations to EHRSS or the SHSL. These additional trailers will be larger in size in order to minimize the number of loads to the WHSL. These larger trailers will also help to keep labor costs down as less truck loads will be going to WHSL and regular operations can continue normally. With the addition of the larger trailers, this will allow the division to take more refuse to WHSL in less loads. Purchase price is estimated at $140,000.00 each, or$700,000.00 for five (5) 120CY refuse trailers. The estimated lease payment is $12,000 per month for the five refuse trailers. Funding for the lease is not included in the Fiscal Year 2017-18 budget as the delivery of these trailers is not expected until next fiscal year due to the long lead time for this equipment.
