REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for a period of five (5) years for five (5) Semi-Tractors for the Department of Environmental Management, Solid Waste Division. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division is requesting to lease finance five (5) Semi-Tractors to be used to transport refuse from the East Hawaii Regional Sort Station (EHRSS) to the West Hawaii Sanitary Landfill (WHSL). In preparation for the closure of the SHSL, the division needs additional Semi-Tractors to transport refuse to the WHSL. Currently, the division hauls refuse from the Transfer Stations to the South Hilo Sanitary Landfill (SHSL), however, when the SHSL closes, the refuse will need to be disposed at WHSL. This will require more trucks for long hauling. The division does not have enough Semi-Tractors to do the additional hauling to the WHSL as well as maintain normal operations which includes transporting refuse from the transfer stations to the EHRSS or landfill. With the addition of these five (5) Semi-Tractors, this will allow the division to take more refuse to WHSL and maintain regular operations. The purchase price is estimated at $190,000.00 each, or$950,000.00 for five (5) Semi-Tractors. The estimated lease payment is $16,000.00 per month for five Semi-Tractors.. Funding for the lease in not included in the FY 2017-2018 budget as the delivery of these Semi-Tractors is not expected until next fiscal year due to the long lead time for this equipment.
