r <br /> Y OF p�* <br /> COUNTY OF HAWAII <br /> ...:.:?--.....7-7,7,-- .....,15;7, .,„ <br /> ',, '�i• STATE OF HAWAII <br /> RESOLUTION NO. 314 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR EXPENSES <br /> RELATING TO THE 42' ANNUAL WAIMEA PANIOLO PARADE AND <br /> HO`OLAULE`A. <br /> WHEREAS, the 42nd Annual Waimea Paniolo Parade and Ho`olaule`a is part of the <br /> Hawai`i Island Festival, 30 Days of Aloha, formerly known as the Aloha Festivals; and <br /> WHEREAS, the Annual Waimea Paniolo Parade and Ho`olaule`a is a celebration of <br /> paniolo culture that fosters a true sense of community, tradition, and pride, with this year's <br /> celebration honoring the Malama Honua Worldwide Voyage, which was made by the double- <br /> hulled canoe "Hokule`a"; and <br /> WHEREAS, this annual event has been attended by thousands of Hawai`i Island residents <br /> and visitors and has increased economic tourism for Hawai`i Island by promoting Waimea town as <br /> a tourist destination; and <br /> WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) <br /> is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment <br /> of Hawai`i Island through sponsorship of festivals, programs, and special events unique to this <br /> island; and <br /> WHEREAS, BIRCDC organized the parade and ho`olaule`a held on September 16, 2017, <br /> and is requesting funds as a reimbursement for park rental fees, sound equipment rental fees, and <br /> clean up measures, including fire extinguishers, and other related expenses; and <br /> WHEREAS, the Department of Parks and Recreation supports this educational outreach <br /> as it falls within its mission to promote, perpetuate and encourage activities and programs in <br /> culture, art, history and the humanities; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now,therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks <br /> and Recreation to provide a grant to the Big Island Resource Conservation and Development <br /> Council to assist with the expenses related to the 42nd Annual Waimea Paniolo Parade and <br /> Ho`olaule`a. <br />
