This added to the delay. <br /> The applicant subsequently contracted with an architectural/engineering firm <br /> to assist with the development of the revised plans as well as preliminarily <br /> selected a contractor to finish the project. <br /> In spite of the best efforts by the applicant, the issues with the contractor were <br /> not anticipated, resulting in the untimely delay. The fact that the applicant has <br /> • already solidified an arrangement with the VA and now has the added funds to <br /> proceed attests to their willingness and ability to complete the project. <br /> B. Granting of the time extension would not be contrary to the General Plan or <br /> Zoning Code. <br /> It should be noted that since the site was rezoned, there has not been any <br /> significant land use regulatory change in this area.
