This subdivision was created in 1963 to accommodate some of the limited <br /> industrial uses that were affected by the May 1960 tsunami. The Hawai`i Community <br /> College campus is located across of East Kawili Street and diagonally to the southwest of <br /> the subject property. <br /> The County Council adopted concurrency requirements for water, roads and civil <br /> defense sirens. At this time, the subject parcel does not have current water service with <br /> the Department of Water Supply(DWS). County water can be made available from an <br /> existing 8-inch waterline along Hinano Street or Kawili Street, fronting the subject parcel, <br /> in accordance with the DWS's existing water availability conditions. The applicant is <br /> required to submit the anticipated maximum daily water usage calculations for the <br /> proposed project, prepared by a professional engineer licensed in the State of Hawaii for <br /> review and approval. DWS will determine the appropriate service lateral and meter size <br /> required based on the water demand calculations. These will be added as conditions of <br /> the amended Ordinance. <br /> The concurrency section of the Zoning Code states that a traffic study is required <br /> whenever a proposed development will generate over 50 peak hour trips. There is no <br /> land use category for a combined government medical and offices building in the Institute <br /> of Transportation Engineers Trip Generation Manual. Based on similar land uses, it is <br /> estimated that about 48 trips during the peak hour periods will be generated. Therefore, a <br /> Traffic Impact Analysis Report is not required. <br /> Concurrency standards for civil defense sirens are met by a siren located nearby at <br /> the South Hilo Baseyard which provides coverage to the subject property. Thus, the <br /> proposed request will not unreasonably burden public agencies to provide infrastructure <br /> and utilities to the property. <br /> This favorable recommendation is made with the understanding that the applicant <br /> remains responsible for complying with all other applicable governmental requirements <br /> in connection with uses permitted within the Industrial-Commercial Mixed Use Zoning <br /> district,prior to its commencement or establishment upon the subject property. <br /> Additional governmental requirements may include the issuance of building permits, <br /> compliance with the Fire Code, installation of improvements required by the American <br />
