REQUEST: <br /> Resolution authorizing County (via R & D) to enter into agreement with Office of Research Services, <br /> University of Hawaii, to provide funding for its Organic Treatment for Little Fire Ants proposal. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body" <br /> with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter <br /> into an agreement with Office of Research Services, University of Hawaii, a public body, for the purposes of <br /> funding its research into Organic Treatment for Little Fire Ants, pursuant to HCC 2-139(3)(c). <br /> The little fire ant (Wasmannia auropunctata) is a destructive pest ant affecting residents, <br /> agriculture, and the environment on the island of Hawaii. As this pest spreads, more and more <br /> people are affected. Certified organic farmers and residents who wish to use organic control for <br /> this species have no viable control options because current control methods rely on pesticides <br /> and baits laced with only non-organic insecticides. <br /> This research proposal is for$12,000 and will investigate organic options that meet OMRI ( Organic Materials <br /> Review Institute) requirements for use of products by certified organic farmers. These solutions <br /> will also be available for use by residents and businesses that prefer to use organic methods to <br /> manage pest ants such as the little fire ant (LFA). <br /> The term of the contract will end on December 31, 2018.
