REQUEST: <br /> Resolution authorizing County (via R & D) to enter into agreement with Office of Research Services, <br /> University of Hawaii, to provide funding for its Tea Variety Release for Hawaii 2017-2018 proposal. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body" <br /> with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter <br /> into an agreement with Office of Research Services, University of Hawaii, a public body, for the purposes of <br /> funding its extension outreach program, Tea Variety Release for Hawaii 2017-2018 proposal, pursuant to <br /> HCC 2-139(3)(c). <br /> The College of Tropical Agriculture and Human Resources CTAHR Universityof Hawaii, aims to build a <br /> 9 P 9 (CTAHR), <br /> sustainable tea industry by providing research and outreach on tea production, processing, and marketing. <br /> CTAHR envisions an industry with the potential to meet or surpass the Hawaii coffee industry and that would <br /> add to the diversity, stability, and economic well-being of faremers, their families and their communities. <br /> This outreach proposal is for$5,000 and will be used to publicize the release of a new tea variety to growers <br /> through a field day and a Tea 101 basicworkshop to cover tea propagation, cultivation, haravesting, <br /> processing and marketing. <br /> The term of the contract will end on December 31, 2018.
