BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The project was previously appropriated with CIP funds of$31,000,000. As of 6/30/17, Civil Defense had <br /> about $5,000,000 that was not yet encumbered and therefore lapsed. This $5,000,000 is still needed to <br /> complete Phase 2 which is in progress right now. Phase 2 requires the builidng of 3 new sites which are <br /> Oceanview Fire Staion, Lanipuna Tank, and Keohana Tank.
