COUNTY OF HAWAII -•_iN'' %st'= STATE OF HAWAII <br /> RESOLUTION NO. 349 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT FOR A REIMBURSEMENT OF EXPENSES TO <br /> ASSIST WITH GROUND TRANSPORTATION FOR THE 2017 CHILDREN'S DAY AT <br /> MO`OKINI HEIAU. <br /> WHEREAS, oral tradition states that when the high chief Mo`ikeha came from Tahiti in <br /> the fifth century he brought his kahuna nui Kuamo`o Mo`okini, who disembarked at Kohala and <br /> built the first heiau there; and <br /> WHEREAS, oral tradition states that in the twelfth century,the high priest Pa`ao arrived <br /> from central Polynesia, introduced the kapu system, and enlarged Mo`okini Heiau to become a <br /> luakini, a large heiau dedicated to the war god Ku where ruling chiefs prayed and human <br /> sacrifices were offered; and <br /> WHEREAS, Mo`okini Heiau served as the home of the war god Kuka`ilimoku until the <br /> construction of Pu`ukohola Heiau in 1791; and <br /> WHEREAS, Mo`okini Heiau was spared the desecration that befell most heiau following <br /> the end of the kapu system in 1819; and <br /> WHEREAS, entrance to Mo`okini Heiau was restricted to those of chiefly or priestly <br /> lineage until kahuna nui Leimomi Mo`okini Lum lifted the kapu in 1978 and rededicated the <br /> heiau to the children of the land; and <br /> WHEREAS,the kahuna nui rededicated Mo`okini Heiau again in 1994, this time to the <br /> children of the world; and <br /> WHEREAS, for approximately the last 35 years, Leimomi Mo`okini Lum has hosted an <br /> annual Children's Day to continue sharing the rich history of Mo`okini Heiau and to perpetuate <br /> its cultural heritage to future generations; and <br /> WHEREAS, the Mass Transit Agency will use approximately 10 buses to transport 450 <br /> students from various intermediate schools around Hawai`i Island to Mo`okini Heiau; and <br /> WHEREAS, the Mass Transit Agency requests funding to provide a reimbursement of <br /> expenses to assist with ground transportation for the 2017 Children's Day at Mo`okini Heiau, <br /> scheduled for November 3, 2017; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Mass Transit <br /> Agency to assist with ground transportation for the 2017 Children's Day at Mo`okini Heiau. <br />
