This application, Communication No. 1407, was discussed by the Committee and Human Services and Public Works during their November 13, 1996 meeting and by the Council on December 18, 1996. The matter is presently being considered by the Council's Public Works and Parks Committee. During past discussions, Council Members have expressed concerns about the precedent that granting this application for a sandwich board sign permit might establish and have specifically requested input on this matter from the Downtown Improvement Association. Consequently, I am requesting the Association's written comments on this application and on the placement of sandwich board signs in Downtown Hilo, in general. A copy of the application is enclosed. As the Applicant is awaiting Committee action on this matter, your response at the earliest opportunity would be very helpful.
