REQUEST: <br /> Resolution authorizing County (via R & D) to enter into agreement with Office of Research Services, <br /> University of Hawaii, to provide funding for it's research proposal, Cacao Fermentation and Value-added <br /> - Processing in Hawaii County and for the contract term to end on December 31, 2018. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body" <br /> with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter <br /> into an agreement with Office of Research Services, University of Hawaii, a public body, for the purposes of <br /> funding its research proposal, Cacao Fermentation and Value-added Processing in Hawaii County, pursuant <br /> to HCC 2-139(3)(c). <br /> There is a unique market niche of Hawaii-grown chocolate that growers and processors alike can capitalize on. <br /> With.the appropriate tools, technologies, and information Hawaii growers can create a niche market for <br /> gourmet, Hawaii-grown chocolate, similar to the Kona coffee market. <br /> This proposal is for$25,000 and will be used to: 1) Identify high-yielding cacao trees in varying production <br /> regions of Hawaii County; 2) Evaluate how the timing of turning during fermentation affects chocolate <br /> quality; 3) Evaluate artificial drying methods of cacao to improve quality under humid conditions. <br /> Request that the term of the contract will end on December 31, 2018. Funds are from 2016-17 Fiscal Year <br /> Budget.
