STATE OF HAWAII RESOLUTION NO. 398 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME HAWAII TO ASSIST WITH THE IN-REACH AND REINTEGRATION PILOT PROJECT FOR WEST HAWAII. WHEREAS, Going Home Hawai`i is a 501(c)(3) nonprofit organization whose main goal is to lower the recidivism rate for our State through efforts on Hawai`i Island to reintegrate former offenders into the community and workplace; and WHEREAS, the In-Reach and Reintegration (IRR) Pilot Program is designed to reduce the numbers of chronically homeless mentally ill persons incarcerated at the Hawai`i Community Correctional Center (HCCC) including those with co-occurring substance use disorders; and WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to encourage and promote crime prevention and early intervention initiatives to improve quality of life on Hawai`i Island and to identify,promote, and implement new and innovative approaches to solving crime problems; and WHEREAS, Going Home Hawai`i has requested financial assistance to implement the In-Reach and Reintegration pilot program in West Hawai`i, for costs associated with housing expenses, transportation to and from compliance appointments, client monitoring, and bed checks; and WHEREAS, pursuant to Section 2-139(a)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 7 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Going Home Hawai`i for the In-Reach and Reintegration Pilot Program in West Hawai`i. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
