STATE OF HAWAII <br /> RESOLUTION NO. 398 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME <br /> HAWAII TO ASSIST WITH THE IN-REACH AND REINTEGRATION PILOT <br /> PROJECT FOR WEST HAWAII. <br /> WHEREAS, Going Home Hawai`i is a 501(c)(3) nonprofit organization whose main <br /> goal is to lower the recidivism rate for our State through efforts on Hawai`i Island to reintegrate <br /> former offenders into the community and workplace; and <br /> WHEREAS, the In-Reach and Reintegration (IRR) Pilot Program is designed to reduce <br /> the numbers of chronically homeless mentally ill persons incarcerated at the Hawai`i Community <br /> Correctional Center (HCCC) including those with co-occurring substance use disorders; and <br /> WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to encourage <br /> and promote crime prevention and early intervention initiatives to improve quality of life on <br /> Hawai`i Island and to identify,promote, and implement new and innovative approaches to <br /> solving crime problems; and <br /> WHEREAS, Going Home Hawai`i has requested financial assistance to implement the <br /> In-Reach and Reintegration pilot program in West Hawai`i, for costs associated with housing <br /> expenses, transportation to and from compliance appointments, client monitoring, and bed <br /> checks; and <br /> WHEREAS, pursuant to Section 2-139(a)(A) of the Hawai`i County Code, Contingency <br /> Relief funds shall be transferred to an accepting County department/agency via resolution <br /> identifying the nonprofit organization and the specific program, project, event, activity, service, <br /> equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 7 will be appropriated to the Office of the <br /> Prosecuting Attorney to provide a grant to Going Home Hawai`i for the In-Reach and <br /> Reintegration Pilot Program in West Hawai`i. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
