• �J�tv os ham, • COUNTY OF HAWAII -•+• • �'- /_}- STATE OF HAWAII RESOLUTION NO. 406 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME HAWAII TO SUPPORT THE IN-REACH AND REINTEGRATION PILOT PROGRAM. WHEREAS, the Council on November 3, 2015, approved Resolution No. 268-15, Draft 3, which enlists the County of Hawai`i in the Stepping Up Initiative to reduce the recidivism of persons with mental illnesses in Hawai`i Community Correctional Center who are charged with nonviolent offenses; and WHEREAS, Going Home Hawaii is a 501(c)(3) nonprofit organization that supports the efforts of Hawai`i Island Going Home Consortium, a collaboration of more than 50 public and private entities that are helping to reintegrate former criminal offenders into the community and into the workplace; and WHEREAS, Going Home Hawai`i's cost-effective and innovative In-Reach and Reintegration program is designed to support the goals of the Stepping Up Initiative and to decrease overcrowding at correctional institutions by providing a variety of services, including discharge/transitional planning, intensive case management, mentoring, peer support, and employment training; and WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to improve the criminal justice system by identifying areas of need and working collaboratively with other criminal justice agencies and the community; and WHEREAS, Going Home Hawai`i requests funds to support the goals of the Stepping Up Initiative through the In-Reach and Reintegration program, with expenses such as housing and transportation; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 6 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Going Home Hawai`i to defray costs incurred related to the In-Reach and Reintegration program.
