No. 560/Bill No. 78 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:10 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 78, reports as follows: <br /> Bill No. 78, transmitted by Mayor Harry Kim, via Communication No. 560, dated October 19, <br /> 2017, amends Section 25-8-11 (Lalamilo-Pu`ukapu Zone Map), Article 8, Chapter 25 (Zoning) <br /> of the Hawai`i County Code.1983 (2016 edition, as amended), by changing the District <br /> Classification from Agricultural—one acre (A-1a) to Single-Family Residential—20,000 square <br /> feet (RS-20) at Waimea Homesteads, South Kohala, Hawai`i, covered by Tax Map <br /> Key: 6-5-004:049 (Applicant: Kathleen L. Brilhante) (Area: 1.166 acre). <br /> Mayor Kim forwarded the Leeward Planning Commission's favorable recommendation for this <br /> change of zone, which would allow the applicant to subdivide the property into two lots. The <br /> applicant will continue to live in her current residence and the new lot will be conveyed to a <br /> family member to build a residence. <br /> Planning Consultant Zendo Kern appeared together with the applicant, Kathleen Brilhante. <br /> Mr. Kern gave a brief overview of the project, and explained that this is a simple rezoning <br /> request in Waimea Homesteads that meets all criteria as to the Land Use Pattern Allocation <br /> Guide, water, and other basics. Mr. Kern also stated that there were recent rezonings nearby, and <br /> that the zoning in surrounding areas is RS-10, RS-15 and one acre. <br /> Council Member Tim Richards stated that he is very familiar with this area and the area <br /> surrounding it, then relayed that he was in favor of this simple and reasonable request. <br /> Council Member Lee Loy inquired as to the applicant's agreement with the conditions of <br /> approval that were attached, to which Mr. Kern replied in the affirmative. <br /> Council Member Kanuha asked if there was opposition from neighboring residents, to which <br /> Mr. Kern replied that there were none. <br /> The vote was then taken on the motion to move this measure to council with a positive <br /> recommendation and passed with nine"ayes." <br /> PC Report No. 40 <br />
