REQUEST: <br /> ORDINANCE AMENDING CHAPTER 20, OF THE HAWAII COUNTY CODE 1983 (2016 EDITION), <br /> RELATING TO REFUSE FEE SCHEDULE <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Department of Environmental Management (DEM) seeks to increase disposal fees to cover costs incurred by <br /> the Solid Waste Division (SWD) in providing necessary services to the residents of and visitors to Hawaii <br /> County. The Integrated Solid Waste Management Plan complies with state mandates of waste reduction <br /> and provides a path to provide solid waste disposal services for all, including the operation of all transfer <br /> stations and recycling operations. The current plan requires capital improvements, new equipment, <br /> maintenance of existing equipment, as well as improved service. <br /> The County seeks a healthy economy that requires intelligent and efficient solid waste management and <br /> disposal. Presently, the General Fund subsidy is substantial. Adoption of these changes will reduce the <br /> Solid Waste Division's dependence on the General Fund as well as provide the groundwork for <br /> implementation of the updated plan.. <br /> Refuse tipping fees was last increased in 2007. This request is for an increase in disposal fees for the next <br /> five (5) years at a three-percent increase each year through 2022. With the anticipated closingof the South <br /> p <br /> Hilo Sanitary Landfill (SHSL) in late 2018 to early 2019, once closed, debris will be directed to the West <br /> Hawaii Sanitary Landfill (WHSL). Additional costs will be incurred to ship solid wastes from SHSL to the <br /> WHSL, as well as pay for Waste Management disposal fees at the WHSL, the contract for which allows <br /> annual COL raises.
