No. 571 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:21 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation,to which was referred <br /> Communication No. 571, reports as follows: <br /> Communication No. 571, transmitted by Mayor Harry Kim, dated October 25, 2017, nominates <br /> Ms. Marcia Brinkley of District 9 to the Veterans Advisory Committee. Ms. Brinkley served in the <br /> United States Army from 1974-1990 as an army nurse in the Army Nurse Corp where she retired <br /> as a Major. Upon retiring from the military, Ms. Brinkley became a lawyer, a nurse consultant <br /> and a writer. Ms. Brinkley holds a BS in Nursing from the University of Maryland, an MBA from <br /> the Western New England College, and a JD (Juris Doctor) from the University of Texas at <br /> Austin School of Law. <br /> Ms. Brinkley has been a resident of Hawai`i for approximately eight years and has volunteered with <br /> numerous community organizations on the island. She also co-authored a book entitled, "51 Fallen <br /> Heroes of Hawai`i County," a book honoring men from Hawai`i who were killed in Vietnam. <br /> Ms. Brinkley appeared eared in the Kona Council Chambers and shared her focus on servingfamilies of <br /> the veterans. She also has focused on Gold Star Families who have lost family members serving <br /> their country. She stated she is a registered Democrat. If confirmed, she will serve a term ending <br /> December 31, 2022. <br /> Several Council Members commented in favor of Ms. Brinkley. Chair Ruggles stated that <br /> Ms. Brinkley did not need to appear at the Council meeting on December 5, 2017, for confirmation <br /> of her appointment. <br /> Pursuant to Chapter 15, Article 7, Section 15-61 of the Hawai`i County Code, the Mayor shall <br /> appoint, with the approval of Council, a representative from various veteran associations to serve <br /> on the Veterans Advisory Committee. <br /> PWPRC Report No. 26 <br />
