No. 390-17 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 12:10 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was.referred Resolution No. 390-17, reports as follows: <br /> Resolution No. 390-17, transmitted by Finance Director, Deanna S. Sako, via Communication <br /> No. 577 dated October 26, 2017, authorizes the payment of funds of a later fiscal year and of <br /> more than one fiscal year for a multi-year lease for one closed circuit television and one chemical <br /> grouting truck. <br /> This resolution authorizes the Mayor to enter into a five-year lease agreement for a closed circuit <br /> television and chemical grouting truck to be used by the Department of Environmental <br /> Management, Wastewater Division, at an estimated monthly cost of$8,500. The County will <br /> own the equipment at the end of the lease. <br /> Council Member Herbert M. Richards, III, asked William Kucharski, Director of Environmental <br /> Management to explain what a grouting truck is. Director Kucharski stated that a grouting truck <br /> and the Closed Circuit Television (CCTV) is a camera that can go into a sewer and will identify <br /> where the break or leak is, and also has the necessary equipment and ability to go in and apply <br /> grout and make small repairs.
