REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: November 14, 2017 Re: Comm. No. 578/Res. No. 391-17 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 12:10 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 391-17, reports as follows: <br /> Resolution No. 391-17, transmitted by Finance Director, Deanna S. Sako, via Communication No. 578 <br /> dated October 26, 2017, authorizes the payment of funds of a later fiscal year and of more than one <br /> fiscal year for a multi-year lease for two 200 kilowatt emergency generators. <br /> This resolution authorizes the Mayor to enter into a five-year lease agreement at an estimated monthly <br /> cost of$6,500. The equipment would be used by the Department of Environmental Management, <br /> Wastewater Division, to power sewer pump stations during power outages. The County will own the <br /> equipment at the end of the lease. <br /> Council Member Susan Lee Loy asked how many facilities these two 200 kilowatt generators will be <br /> serving. William Kucharski, Director of Environmental Management, responded that he could not say <br /> exactly how many but indicated there are about 16 to17 pump stations it would service. He also stated <br /> that they do have other generators but they are old and not as reliable. This is more of a preventative <br /> measure in case of power outages. Ms. Lee Loy expressed concern that these generators were not <br /> emergency backups. However, this is a way to upgrade aging generators. Mr. Kucharski responded that <br /> it is his understanding that these will be portable; and if a generator fails, they will be able to bring in the <br /> backup-backup generator. <br /> Council Member Dru Mamo Kanuha asked if there is a warranty on these. Mr. Kucharski stated that he <br /> assumed there is but is not aware of details and would be able to find out.
