�;�t.►^OF s7 COUNTY OF HAWAII :�-_ �'' /_• STATE OF HAWAII •RESOLUTION NO. 22 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA TO ASSIST WITH RAT LUNGWORM RESEARCH. WHEREAS, Malama 0 Puna is a 501 (c)(3) local, nonprofit organization whose purpose is to assure critical habitat for native species and open space for future generations; and WHEREAS, Malama 0 Puna is also a strong advocate for research on rat lungworm and has been collecting testimonies and surveys from those who were infected with the disease to share with the appropriate agencies; and WHEREAS, Malama 0 Puna is partnering with Dr. Susan Jarvi of the University of Hawai`i at Hilo's Daniel K. Inouye College of Pharmacy and the United States Department of Agriculture's Animal and Plant Health Inspection Service (USDA-APHIS) on a research project to find a safe and effective vegetable rinse that would reduce the risk of contracting Angiostrongylus cantonensis (rat lungworm) disease; and WHEREAS, Malama 0 Puna desires to fund a laboratory technician position for eight weeks to conduct a viability bioassay in rats to be able to distinguish live from dead rat lungworm larva; and WHEREAS,this project falls within the Department of Research and Development's agriculture program, which supports sustainable agricultural practices and opportunities to expand the market for Hawai`i Island produce, as well as the facilitation of private-public partnerships for extension programs and agricultural research; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to Malama 0 Puna to assist with funding for rat lungworm research, which will be conducted in partnership with Dr. Susan Jarvi of the University of Hawai`i and the USDA-APHIS. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
