OF'• ''' 4 COUNTY OF HAWAII i. 4\ -' !:tSTATE OF HAWAII RESOLUTION NO. 433 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO•GOING HOME HAWAII FOR ITS PU`UHONUA 0 HILO PILOT PROJECT. WHEREAS, Going Home Hawai`i is a 501(c) (3) nonprofit organization whose purpose is to reintegrate former offenders into the community and the workplace; and WHEREAS, Going Home Hawai`i is creating its Pu'uhonua 0 Hilo pilot program to bring Native Hawaiian concepts of a place of peace, safety, and healing into social services for offenders; and WHEREAS,this Pu'uhonua 0 Hilo pilot program is designed to address the issue of Native Hawaiians being overrepresented at every stage of the criminal justice system; and WHEREAS, this project will reduce recidivism for this target population by utilizing Hawaiian traditional concepts to help today's pa`ahao (prisoners), including Ho`oponopono (to make right) and E Ho`okanaka(be a person of worth); and WHEREAS, Going Home Hawai`i is requested funds for defraying the housing costs, utilities, and supplies that are part of the expenses for this pilot program; and WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to support programs that improve the criminal justice system by identifying areas of need and working collaboratively with other criminal justice agencies and the community by employing early intervention initiatives to improve the quality of life on the Big Island; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 5 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Going Home Hawai`i for its Pu'uhonua 0 Hilo pilot project.
