REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> PARKS AND RECREATION <br /> DATE: December 4, 2017 Re: Comm.No. 596/Bill No. 80 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:16 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 80, <br /> reports as follows: <br /> Bill No. 80,transmitted by Deputy Director Allan Simeon, via Communication 596 dated <br /> October 24, 2017, amends Chapter 24, Article 10,Division 2 of the Hawaii County Code 1983 <br /> (2016 Edition, as amended), relating to moving vehicles. <br /> This bill amends Section 24-267, Schedule 15, (One way streets), Subsection(c), South Hilo, by adding <br /> "Keaukaha Road, from Kalaniana`ole Street to Kamokuna Street." The new one-way traffic pattern <br /> through James Kealoha Beach Park is intended to increase safety in and surrounding the park area. <br /> There was a general discussion about increasing the overall safety in and surrounding the area of <br /> James Kealoha Beach Park. Kamehameha Schools is the largest adjacent landholder to the roadway and <br /> they were supportive of this measure. Community Police Officer Matthew Lewis came forward to <br /> address the members of the Committee and reported that the Police Department supported the traffic <br /> pattern change.
