REQUEST: <br /> Resolution authorizing County (via R&D) to enter into a 12-month contract with the State Department of <br /> Agriculture (HDOA)for the sum of$49,913 tor the North Kohala Coqui Frog Control project. Additionally, we <br /> would like to request that these funds be appropriated into our North Kohala Coqui Frog Control project <br /> Revenue Account Number 010.3305.96 and Expenditure Account Number 010.161.5163.29. <br /> Request that the 5-day holdover period be waived. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The County of Hawaii plans to partner with the State of Hawaii Department of Agriculture (HDOA)to continue <br /> the control and eradication of isolated coqui infestations in Noth Kohala District and will include education <br /> and prevention activities. Since 2003, the North Kohala community has controlled and eradicated incipient <br /> populations of coqui, but there is a need to continue these efforts and educate the residents as coqui <br /> continue to "hitchhike" on vehicles, equipment and materialsinto the isolated rural district. <br /> Coqui cause three economic concerns: 1) North Kohala has large nurseries that are one of the district's <br /> largest employers. Quarantine procedures to assure that the plants are free from coqui are expensive and <br /> may damage the plants. Failure to sanitize the export shipment may lead to its rejection or destruction. 2) <br /> The tourism industry continues to expand with 145 vacation rentals, two small hotels and a retreat facility. <br /> Tourists are attracted to North Kohala's rural scenery and quiet nights. 3) Property owners now have to <br /> disclose the presence of coqui in real estate transactions that may negatively affect the property value. <br /> 7?)..74,SIGNED: ` , DATE: 10 l j�o r7 <br /> Dep rtmen Hea, <br /> 04112 <br />
