The Department of Public Works <br /> recommends that there be no vehicular access from Kinoole Street. <br /> While lands within this portion of Hilo shows a definitive progression towards <br /> commercial uses, surrounding properties are zoned RS-10 and are in residential use. <br /> The project site is located on a corner; as such, the development will make a visual <br /> statement. Therefore, it is recommended that landscaping elements, to be determined <br /> during Plan Approval review, be incorporated within the proposed development to <br /> mitigate any adverse noise or visual impacts which may be generated by the proposed <br /> retail/office use. This mitigative measure will ensure that the proposed development <br /> fits into the locale with minimal intrusion while providing the desired services. <br /> Finally, due to the improved nature of the project site and surrounding areas, it <br /> is not anticipated that endangered or threatened candidate species of flora or fauna are <br /> located within the project site, nor has the project site been identified as a significant <br /> botanical or biological habitat. Further, it is also not anticipated that the proposed use <br /> will have any adverse impact on cultural or historical resources. <br /> The property has no severe topographic or geologic problems which cannot be <br /> properly rectified or which would render the land unusable for the proposed use. <br /> Based on the foregoing, approval of this change of zone request would result in <br /> an appropriate land use pattern that will further the necessity, convenience and welfare <br /> of the general public. <br /> <br /> For your favorable consideration, an amendment to Section 25-114, the City of Hilo Zone <br /> <br /> Map, of the County Zoning Code is transmitted. <br /> <br />
