Arakaki, Chairman <br /> and Members of the County Council <br /> <br /> Page 3 <br /> The Change of Zone request would also complement the following goals and <br /> policies of the Economic Element: <br /> * Provide residents with opportunities to improve their quality of life. <br /> * Economic development and improvement shall be in balance with the physical <br /> and social environments of the island of Hawaii. <br /> * The County of Hawaii shall strive for diversity and stability in its economic <br /> system. <br /> * The County shall provide an economic environment which allows new, <br /> expanded or improved economic opportunities that are compatible with the <br /> County's natural and social environment. <br /> * The County of Hawaii shall strive for an economic climate which provides its <br /> residents an opportunity for choice of occupation. <br /> The Land Use Pattern Allocation Guide (LUPAG) Map component of the <br /> General Plan is a representation of the document's goals, policies, standards and <br /> courses of action to guide the coordinated growth and development of the County. It <br /> reflects a graphic depiction of the physical relationships among the various land uses. <br /> The LUPAG Map establishes [he basic urban and non-urban land use pattern for areas <br /> within the County. The proposed Change of Zone request conforms to the LUPAG <br /> Map, which designates the area for Intensive Agricultural. Intensive Agricultural <br /> designation allows for sugar, orchard, floriculture and diversified agriculture uses. <br /> The requested Agricultural (A-l0a) designation would allow for agricultural and related <br /> uses of the subject area in a manner which would not be contrary to the uses permitted <br /> within an area designated for Intensive Agricultural. The proposed agricultural lots <br /> would provide additional agriculture and land ownership opportunities especially for <br /> those seeking to establish diversified agricultural activities in a location that is in close <br /> proximity to the Hilo markets and transportation infrastructure. <br /> The project area is situated within the State Land Use Agricultural District. <br /> The applicant's proposal to develop agricultural lots and further the establishment of <br /> agricultural opportunities is consistent with the requirements of Chapter 205, Hawaii <br /> Revised Statutes, otherwise known as the State Land Use Law. The compliance with <br /> the requirements of the State Land Use Law will be included as a condition of this <br /> approval recommendation.
