<br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
<br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
<br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FULL LIFE FOR THE
<br /> PUA NA PUA AND ABLED HAWAII ARTISTS ART FESTIVALS.
<br /> WHEREAS, Full Life, a 501(c)(3) nonprofit organization, believes that every person,
<br /> regardless of ability, deserves to lead a happy, fulfilled, and self-determined life based on their
<br /> own individual strengths, preferences, and dreams; and
<br /> WHEREAS, Full Life's goal is to build a more inclusive community by promoting
<br /> awareness of the diverse, disabled community and empowering those with disabilities to explore
<br /> self-employment through the arts; and
<br /> WHEREAS, Full Life collaborates with other community organizations to co-sponsor
<br /> successful art festivals that celebrate the unique abilities of the participating artists, such as the
<br /> 2nd Annual Pua Na Pua Art Festival that was held in West Hawai`i on December 2, 2017, and
<br /> the Abled Hawai`i Artists' 11th Annual Art Festival that will be held in East Hawai`i on July 21,
<br /> 2018; and
<br /> WHEREAS, Full Life is requesting funds for mealexpenses, sound system rental, radio
<br /> advertising,t-shirts and hats,venue fees, and other miscellaneous expenses associated with the
<br /> December 2, 2017, art festival and the upcoming festival on July 21, 2018; and
<br /> WHEREAS, educational and artistic events, such as these art festivals for disabled
<br /> artists, fall within the Department of Parks and Recreation's Culture and Education program to
<br /> promote,perpetuate, and encourage activities and programs in culture, art, history, and
<br /> humanities; and
<br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
<br /> Contingency Relief funds shall be transferred to an accepting County department/agency via
<br /> resolution identifying the nonprofit organization and the specific program, project, event,
<br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now,
<br /> therefore,
<br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
<br /> Contingency Relief funds from Council District 8 will be appropriated to the Department of
<br /> Parks and Recreation to provide a grant to Full Life for the 2nd Annual Pua Na Pua Art Festival
<br /> and the Abled Hawai`i Artists' 11th Annual Art Festival.
