<br /> RESOLUTION NO. -488 18
<br /> A RESOLUTION IN SUPPORT OF SENATE BILL NO. 3088 EXTENDING THE
<br /> PERIOD WITHIN WHICH A COUNTY MAY ADOPT A SURCHARGE ON STATE
<br /> TAX UNDER CERTAIN CONDITIONS, FROM MARCH 31., 2018, TO SEPTEMBER 30,
<br /> 2018.
<br /> WHEREAS, on September 5, 2017, Senate Bill No. 4 (S.B. No. 4) Relating to
<br /> Government, was signed into law by Governor David Ige as Act 001, Session Laws of Hawai`i,
<br /> Special Session of 2017; and
<br /> WHEREAS, Act 001 provided, among other things, that counties that did not previously
<br /> adopt a surcharge on state tax, were afforded an opportunity to adopt such a surcharge by
<br /> ordinance on or before March 31, 2018; and
<br /> WHEREAS, on Janaury 19, 2018, Mayor Harry Kim submitted Bill No. 102 to the
<br /> Hawai`i County Council proposing to establish a one-half percent (0.5%) general excise and use
<br /> tax surcharge increase to fund operating and capital costs of public transportation within the
<br /> County of Hawai`i; and
<br /> WHEREAS, on January 24, 2018, Senators Donovan M. Dela Cruz and Glenn Wakai
<br /> co-introduced Senate Bill No. 3088 (S.B. No. 3088)proposing to amend Section 46-16.8,
<br /> Hawai`i Revised Statutes, as amended, and extend the time within which counties could establish
<br /> a surcharge on state tax from March 31, 2018, to September 30, 2018; and
<br /> WHEREAS, the proposed extension would provide counties who have not already
<br /> established a surcharge on state tax, sufficient time and opportunity to receive public input,
<br /> conduct the rquired public hearing, and determine whether or not to establish such a surcharge
<br /> set forth in Act 001; now,therefore,
<br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it is
<br /> in favor of the intent and purpose of S.B. No. 3088 and strongly recommends and encourages the
<br /> Hawai`i State Legislature to support S.B.No. 3088.
<br /> BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
<br /> resolution to the Honorable David Y. Ige, Governor of the State of Hawai`i,the Honorable Shan
<br /> S. Tsutsui, Lieutenant Governor of the State of Hawai`i, the Honorable Ronald D. Kouchi,
<br /> Hawai`i State Senate President,the Honorable Donovan M. Dela Cruz, Hawai`i State Senator,
<br /> the Honorable Glenn Wakai, Hawai`i State Senator, the Honorable Kaiali`i Kahele, Hawai`i
<br /> State Senator, the Honorable Russell E. Ruderman, Hawai`i State Senator, the Honorable Josh
<br /> Green, Hawai`i State Senator, the Honorable Lorraine R. Inouye, Hawai`i State Senator, the
