COUNTY ENVIRONMENTAL REPORT <br /> COUNTY REZONING REQUEST (RS-15 to RS-10) <br /> OYS PROPERTIES, LLC <br /> WAIAKEA, SOUTH HILO, HAWAI'l <br /> TAX MAP KEY: (3) 2-4-010-028 <br /> I. INTRODUCTION <br /> OYS Properties, LLC ("applicant") is requesting the rezoning of a 21,815- <br /> square foot parcel of land from the Residential (RS-15) to Residential (RS- <br /> 10) district in Waiakea, South Hilo, Hawai'i. The property is located on the <br /> west side of Kehaulani St. approximately 150-feet north of the Kehaulani St. <br /> and W. Kawailani St. intersection. The subject property is located <br /> approximately 200-feet south of a 22,140-square foot site of which was <br /> recently rezoned in 2008 to the RS-10 district (REZ 07-000074). (Figures 1 <br /> and 2). <br /> If approved, the applicant intends to subdivide the 21,815-square foot parcel <br /> into two (2) lots, consisting of a minimum of 10,000-square feet each. <br /> Currently there is an existing single-family dwelling on the subject site. The <br /> applicant wishes to subdivide the subject parcel for estate planning purposes <br /> and plans to build a single family dwelling on the newly create lot. <br /> II. PROJECT LOCATION <br /> The property is located on the west side of Kehaulani St. approximately 150- <br /> feet north of the Kehaulani St. and W. Kawailani St. intersection. The subject <br /> property is located approximately 200-feet south of a 22,140-square foot site <br /> of which was recently rezoned in 2008 to the RS-10 district (REZ 07- <br /> 000074). (Figures 1 and 2) <br /> The entire property is rectangle in shape and relatively level, access to the <br /> parcel is via Kehaulani St., which is a paved county road. <br /> III. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The subject site consists of 21,815-square feet and has a single-family <br /> dwelling located on the east side of the property or bottom portion of <br /> the property. The applicant wishes to subdivide the subject property <br /> into two (2) lots and eventually construct a single-family dwelling for <br /> 1 <br />
