B. Soils and Topography <br /> The U.S.D.A Soil Survey Report identifies the soil on the subject site <br /> as "Olaa Series (OID)". This type of soil consists of well-drained silty <br /> clay loarns that formed in volcanic ash. The surface layer and subsoil <br /> are about 16 to 9 inches thick, respectively. Permeability is rapid, <br /> runoff is slow, and erosion hazard is slight. <br /> According to the Natural Resource Conservation Service's Land Study <br /> Bureau Overall Master Productivity Rating, the subject site does not <br /> have a rating classification as it is in the State Land Use "Urban" <br /> District. <br /> The subject site falls within the State Land Use "Urban" District and is <br /> not included in the; The Agriculture Lands of Importance to the State <br /> of Hawaii (ALISH) designation. <br /> As noted earlier, the topography of the site slopes in a west to east <br /> direction, with the lower portion being at the east end. The slope <br /> appears to be approximately 2 percent. <br /> C. Natural Hazards <br /> 1. Drainage <br /> The Federal Emergency Management Agency (FEMA) Flood <br /> Insurance Rate map (FIRM) identifies the majority of the project <br /> area as Zone "X" (areas outside of the 500-year flood). There <br /> are no existing drainage ways on the site. <br /> The applicant has not observed any significant runoff or erosion <br /> in the recent past on the subject site. Pursuant to County <br /> drainage requirements, appropriate drywell and/or similar <br /> means to capture runoff from any improvements will be built, if <br /> necessary, in conjunction with the appropriate permitting <br /> process. <br /> 2. Volcanic, EarthQuake and Tsunami Hazards <br /> According to the United States Geological Survey maps, the <br /> project site is located within Lava Flow Hazard Zone 3, on a <br /> scale of ascending risks 9 to 1, 9 being the lowest risk and 1 <br /> being the greatest risk. The Building Code designates the entire <br /> island of Hawai'i Earthquake Zone "D" and contains certain <br /> 6 <br />
