G. Valued Cultural Resources <br /> In view of the recent Hawaii State Supreme Court's "PASH" and "Ka <br /> Pa'akai 0 Ka'Aina decisions, the issue relative to native Hawaiian <br /> gathering and fishing rights must be addressed. Specifically, there <br /> must be a discussion of the cultural, historical and natural resources, <br /> as well as the associated tradition and customary practices of this site. <br /> In this situation, the subject site is not adjacent and/or proximate to the <br /> shoreline. As such, gathering of marine life and coastal access is not <br /> an issue. <br /> It is not known whether the subject or immediate surrounding area . <br /> was used in the recent past for the gathering of plants by Native <br /> Hawaiians. The applicant has not observed any Native Hawaiians on <br /> the site or adjoining properties gathering plants. Thus, it would appear <br /> unlikely that the site would serve such purpose today. <br /> In the event legitimate gathering claims are made by Native <br /> Hawaiians, the applicant intends to respect and honor such claims <br /> and provide the needed access within the site. <br /> Based on the above, it does not appear that the project would have <br /> any potential adverse impact relative to the cultural and historical <br /> resources of the area. <br /> H. Water and Coastal Resources <br /> The subject site is located well over two and a half (2.5) miles from the <br /> coastline. As such, coastal impacts resulting from discharge of <br /> wastewater systems from the site should not be significant. Further, <br /> being a non-coastal property, nocoastal access will be affected. <br /> Septic tanks or their equivalent meeting with the approval of the State <br /> Department of Health will be installed in conjunction with the <br /> construction of any dwelling on the site. <br /> Noise, Air Quality, and Dust <br /> Kehaulani St. will serve as the main access to the newly proposed lot. <br /> The existing ambient traffic level in this area is quite low. As such, the <br /> corresponding noise level should be quite low. With the completion of <br /> this project, the noise level is not anticipated to increase significantly. <br /> 8 <br />
