(3) 7-4-020:004. <br /> WHEREAS, Hawai`i Revised Statutes Section 46-7 requires that County departments <br /> obtain the consent of the Council to enter into agreements with the federal or state governments <br /> respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, <br /> and receive any funds or other assistance in connection with projects being or to be undertaken <br /> pursuant to those powers; and <br /> WHEREAS, the Board of Directors of the State of Hawai'i Hawaii Housing Finance and <br /> Development Corporation (HHFDC) approved a Memorandum of Understanding between <br /> HHFDC and the County of Hawaii on January 11, 2018 whereby HHFDC agreed to lease 15-20 <br /> acres to the County for facilities to service the homeless population and to fund the planning <br /> expenses; and <br /> WHEREAS,the County would subdivide the 35.774-acre site (TMK (3) 7-4-020:004), <br /> located at the corner of Kealakehe Parkway and Ane Keohokalole, into two parcels—HHFDC <br /> would develop an affordable rental project on the mauka parcel, and the County would develop <br /> the homeless facility on the makai parcel; <br /> WHEREAS, the planning expenses to be funded by HHFDC include the cost to develop <br /> a master plan and environmental assessment for both the homeless facility and the affordable <br /> rental project to ensure an integrated planning and assessment of these interrelated projects; and <br /> WHEREAS, the environmental assessment would provide the community an opportunity <br /> to comment on the master plan prior to subdividing the parcel or executing a lease; <br /> WHEREAS, HHFDC agreed to reimburse the County from the State's Dwelling Unit <br /> Revolving Fund in the amount of$184,000 for the planning expenses; now,therefore, <br />
