No. 731/Bill No. 104 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 2:34 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation,to which was referred Bill No. 104, <br /> reports as follows: <br /> Bill No. 104, transmitted by Council Member Maile David, via.Communication 731 dated <br /> January 12, 2018, amends Chapter 2, Article 9, Section 2-40, and Chapter 27, <br /> Article 3, Section 27- 16, of the Hawai`i County Code 1983 (2016 Edition, as amended), relating <br /> to floodplain management. <br /> The purpose of this bill is to update the Code by adding floodplain management to the duties <br /> and functions of the Department of Public Works and to establish a requirement that the County <br /> Council be notified of proposed changes to special flood hazard areas. The notification requirement <br /> affords the public an opportunity to review and comment upon proposed changes to flood maps <br /> that may affect risk premium rates and floodplain management requirements. <br /> There was considerable public testimony in support of this ordinance.
