REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: February 20, 2018 Re: Comm. No. 737/Bill 106 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:07 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill 106, reports as follows: <br /> Bill 106, transmitted by Finance Director Deanna Sako, via Communication No. 737 dated <br /> February 1, 2018, amends Ordinance No. 17-39, as amended, the Operating Budget for the <br /> County of Hawai`i for the fiscal year ending June 30, 2018. <br /> This bill increases revenue in the Fuel Tax account ($4 million) due to the increased Fuel Tax rate in <br /> the current fiscal year; and appropriates the same to the following accounts: Highways Maintenance <br /> Service—Roadside Maintenance Service ($1.4 million), Highway Mass Transit—Other Current <br /> Expenses ($1 million), Highway Maintenance Administration—Other Current Expenses ($490,000), <br /> Traffic Division—Traffic Safety($260,000), Traffic Division— Signals & Street Lights ($550,000), <br /> and Public Safety Disaster/Emergency—Highway Fund ($300,000). <br /> A breakdown summary was given by Aaron Brown, Business Manager for the Department of Public <br /> Works (DPW). He explained the fuel tax revenues generated and where the funds will be going and <br /> noted that the department found it necessary to maintain operations and put some funding back in <br /> needed areas. Mr. Brown stated that DPW is looking to put$1 million into Mass Transit system, funds <br /> to be used for the Traffic Division for synchronization which would help with traffic flow. Also, funds <br /> will go to the Public Safety and Disaster Emergency fund, which, unfortunately was getting cut year <br /> after year. Mr. Brown explained that roads are a major investment that DPW will allocate funds <br /> towards.
