REQUEST: <br /> Requesting for a resolution authorizing the Mayor to enter into a Memorandum of Agreement with the United <br /> State Department of the Army, Pursuant to HRS § 46-7, for the County of Hawai'i to share costs for a <br /> Waiakea-Palai Flood Risk Management Feasibility Study. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This agreement partners the County of Hawaii with the United States Department of the Army Corps of <br /> Engineers (ARMY), for the study of flood damage reduction pursuant to the authority provided by Section <br /> 205 of the Flood Control Act of 1948 (Public Law 80-858). <br /> Previously (March 23, 2004 and March 23, 2012), the County of Hawaii and the ARMY had entered into <br /> feasibility agreements providing funds pursuant to the General Investigation Program to study the feasiblity <br /> of implementing a small project for flood risk management at Waiakea and Palai Streams in Hilo, HI. <br /> If approved and executed, this new agreement will replace the old General Investigation Program feasibility <br /> agreement, thus terminating the old feasibilty study initiated under the General Investigation Program. The <br /> new agreement is requesting to initiate a new study funded under the Continuing Authorities Program, with <br /> all progress to date under the existing General Investigation Program study being carried forward to the new <br /> program/study. As such, all funds that the County has provided to date under the General Investigation <br /> Program will also be carried forward so that no further funds will be required from the County for the present <br /> fiscal year. <br /> SIGNED: DATE: *Of <br /> Department Head <br />
