REQUEST: <br /> Please submit the attached bill to amend Ordinance No. 17-39, as amended, the Operating Budget for <br /> the County of Hawaii for the Fiscal Year ending June 30, 2018 to add National Housing Trust Fund <br /> (HTF) revenue and appropriate the same for the General Fund, as follows: <br /> 010.3309.51 Federal HTF Grant $1,425,000.00 <br /> 010.956.5956.06 Kaloko Heights Affordable Housing $1,350,000.00 <br /> 010.956.5956.07 OHCD Administration $ 75,000.00 <br /> Please also submit a resolution approving and adopting the 2018 County of Hawaii Action Plan and <br /> authorizing the Mayor of the County of Hawaii to execute and submit the Consolidated/Action Plan <br /> and all other related documents to the U.S. Department of Housing and Urban Development (HUD) for <br /> the CDBG, HOME and HTF Programs. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) : <br /> This appropriation reflects anticipated HTF funding from HUD for the PY2018 HTF program received or <br /> anticipated to be received by the OHCD. These funds will be utilized to expand the supply of <br /> decent and affordable housing for extremely-low income persons, enable local design and strategies <br /> for developing housing and develop public/private/non-profit partnerships. All of these projects <br /> will benefit persons of extremely-low income throughout the island of Hawaii. <br /> Hawaii Housing Finance and Development Corporation (HHFDC) is the direct recipient of the HOME and <br /> HTF funds and Hawaii County is the state recipient. As the direct recipient of HOME and HTF funds, <br /> HHFDC is required to submit its Annual Action Plan to HUD before receiving its 2018 allocation. <br /> The 2018 activities that will be carried out with the County of Hawaii's HOME and HTF funds will be <br /> submitted to HHFDC and included in their Annual Action Plan. <br /> F MAR 16 2018 <br /> SIGNED: DATE: <br /> (17D artm= IF :ad <br />
