Exhibit C - Request for Proposal Process <br /> The County distributes its CDBG/HOME/HTF allocations through a Request for <br /> Proposal (RFP) process.. This competitive process is intended to ensure that the <br /> projects funded by the County are consistent with the County's Consolidated Plan (CP) <br /> priorities and objectives, are eligible for CDBG/HOME/HTF funds., and can be <br /> implemented in a timely manner. <br /> In order to rate and rank the projects, the OHCD has developed the County project <br /> selection system. The system is intended to ensure that the projects submitted to HUD <br /> are eligible for funds and can be implemented in a timely manner. The project must <br /> also be consistent with the priorities and objectives in the CP. <br /> Three raters review each project proposal. Projects that meet the threshold <br /> requirements are rated. The scores are totaled and the projects are ranked in order of <br /> the points awarded. The project proposals that do not meet the threshold requirements <br /> are deemed not eligible and not rated. <br /> Based on the ratings, the OHCD contacts each applicant to determine whether the <br /> project can be completed withthe amount of fundsthat is recommended. The final <br /> recommendation is made by the OHCD and provided to the Mayor for concurrence and <br /> to the Finance Committee and Council for approval. <br /> 2263hbmi <br />
