' STATE OF HAWAII RESOLUTION NO. 583 1 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO NORTH KOHALA COMMUNITY RESOURCE CENTER TO ASSIST WITH EXPENSES RELATED TO A CELEBRATION IN NORTH KOHALA HONORING THE FILIPINO CULTURE. WHEREAS, the North Kohala Community Resource Center(NKCRC) is a 501(c)(3) nonprofit organization whose mission is to increase the number of successful community projects that benefit North Kohala; and WHEREAS, in 2009, the 111th United States Congress recognized the month of October as Filipino American History Month as a time to reflect, remember, and renew efforts toward the research and examination of a culture with historic contributions to the Nation with appropriate programs and activities; and WHEREAS, the community of North Kohala celebrated the Filipino culture for some 20 years, however, the celebrations ended in 1990 when the population of aging Filipinos were unable to continue the celebration; and WHEREAS, a committee of young Filipino descendants in North Kohala have recognized the importance of revitalizing their cultural practices, learning and sharing stories with future generations, and honoring their elders through a celebratory event that will be held in October 2018 to highlight the legacy of the Filipino community, culture, and contributions to Hawai`i's economy, society, and culture; and WHEREAS,NKCRC is working with the committee to coordinate this event and is requesting funds for tables, chairs, sound and AV equipment rentals, commemorative booklet, advertising, lei, and decorations for this celebration in North Kohala; and WHEREAS, one of the goals of the Department of Research and Development is to support programs that increase the knowledge and understanding of the many diverse cultures on Hawai`i Island for both residents and visitors; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Department of Research and Development to provide a grant to NKCRC for expenses related to the celebratory event in North Kohala honoring the Filipino culture. 1 I
