,�J�tY0iM4• ,,. , <br /> COUNTY OF HAWAII +f k; /_*- STATE OF HAWAII <br /> RESOLUTION NO. 1 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE <br /> MONARCH FESTIVAL TO ASSIST WITH EXPENSES RELATED TO THE <br /> HOKULE`A CREW RECOGNITION AND RADIO PUBLIC SERVICE <br /> ANNOUNCEMENTS. <br /> WHEREAS, the Merrie Monarch Festival is a 501(c)(3) nonprofit organization that <br /> honors the life and legacy of King David Kalakaua through a week-long celebration of arts, <br /> culture, and hula that is held annually in Hilo; and <br /> WHEREAS, the addition of the hula competition to the Merrie Monarch Festival in <br /> 1971, together with the inaugural voyage of the Hokule`a to Tahiti in 1976, have become <br /> indispensable factors in what has been called the Second Hawaiian Renaissance; and <br /> WHEREAS, Hokulea crew members are continuing their community outreach mission <br /> by recording public service announcements on Hawai`i Island radio stations to raise awareness <br /> about the dangers and illegality of underage drinking; and <br /> WHEREAS, on April 4, 2018, the Merrie Monarch Festival presented koa paddles to the <br /> 13 surviving members of the original Hai-ilea crew to recognize their courageous, non- <br /> instrument voyage to Tahiti in 1976, which was the first of its kind in some 600 years; and <br /> WHEREAS, the Merrie Monarch Festival is requesting a reimbursement to assist with <br /> expenses related to the cost of the radio public service announcements and the koa paddles; and <br /> WHEREAS, the Department of Liquor Control supports public programs which promote <br /> compliance with liquor laws; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of <br /> Liquor Control to provide a grant to the Merrie Monarch Festival to assist with expenses relating <br /> to the Hai-ilea crew recognition and radio public service announcements. <br />
