REQUEST: <br /> Request to amend Ordinance 17-40, as amended by Ordinance 17-81 and recent Bill No. 124 that passed <br /> 2nd and final reading on April 11, 2018, which amended the FY17-18 Capital Improvement Budget, to <br /> increase the appropriation for the following project: <br /> Lono Kona Improvement District - $11,898,000 from General Obligation Bonds and Other <br /> Sources <br /> Lono Kona Improvement District - $4,025,000 from Federal Grant <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Several landowners within Lono Kona Subdivision have received violation notices from the U.S. <br /> Environmental Protection Agency for their continued use of large-capacity cesspools. The project offers a <br /> cost-effective means for accessible sanitary sewer. This request is to appropriate additional funds from <br /> general obligation funds to front the funding for construction of the project. All costs will be reimbursed by <br /> USDA. A portion of the project will be funded by a RUS-WEP grant through the USDA. <br /> The expected life of the sewer improvements is fifty years. <br /> We respectfully request that this bill be waived from Committee and placed on the next Council agenda in <br /> order to expedite the award of the construction contract in order to meet the grant requirements. <br /> A Project Data/Financial Impact Statement is attached. <br /> SIGNED: �� DATE: 04/19/18 <br /> Department Head <br />
