Low Density Urban are residential, with ancillary community and <br /> public uses, and neighborhood and convenience-type commercial uses with overall <br /> density up to six (6)units per acre. Medium Density Urban are village and neighborhood <br /> commercial and single family and multiple family residential and related functions up to <br /> 35 units per acre. <br /> On the Agricultural Lands of Importance to the State of Hawai`i (ALISH) map, <br /> the majority of both properties are identified as "Prime Agricultural Land"with a sliver <br /> on each parcel as "Unclassified". Most of Parcel 33 is classified as "C"or"Fair" for <br /> agricultural soil productivity with the length of the property line parallel to Kaumana <br /> Drive as "unclassified." The entirety of Parcel 34 is classified as "C" or"Fair" for <br /> agricultural soil productivity. The U.S. Department of Agriculture (U.S.D.A.) indicates <br /> that the soil survey for the subject properties are lava flows, pahoehoe (rLW), which has <br /> been mapped as a miscellaneous land type. This lava has a billowy, glassy surface that is <br /> relatively smooth, though can be rough and broken in some areas. In areas of higher <br /> rainfall, this lava contributes to the ground-water supply. Kaiwiki silty clay loam, <br /> 0 to 10 percent slope (KaC), is low on the windward side of Mauna Kea. Permeability is <br /> rapid, runoff is slow and erosion hazard is slight. Roots can penetrate to a depth of <br /> five (5) feet or more. <br /> The two (2) subject properties are approximately twenty(20) acres in size with a <br /> combined land size of forty(40) acres. Both parcels sit around the 1,100-foot elevation <br /> gradually sloping down towards the east. Parcel 33 is shaped like a capital letter 'T' with <br /> the bottom shortened about two-thirds down, and is currently used for pasture land. <br /> Parcel 34 is a five-sided polygon, and is improved with a single-family dwelling built in <br /> 2007 and is located in the northeastern corner about 300 feet in from Akolea Road. The <br /> remainder of Parcel 34 is overgrown with Wainaku grass. Surrounding properties are <br /> zoned agricultural (A-20a and A-3a) to the north and east across Akolea Road. To the <br /> south and west are properties zoned A-20a. Uses in the immediate area include scattered <br /> single-family dwellings, farm dwellings and agricultural activities. <br /> Both properties are in the State Land Use Agricultural district. The Hilo <br /> Community Development Plan (CDP), adopted as Planning Commission Resolution <br /> No. 1 on May 21, 1975, identifies the property for agricultural use. The proposed change <br /> of zone would complement the existing land uses in this area and will provide for orderly <br /> development of the area. <br />
