REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: May 8, 2018 Re: Comm. No. 893/Res. No. 592-18 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:20 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Resolution No. 592-18, reports as follows: <br /> Resolution No. 592-18, transmitted by Dru Mamo Kanuha, via Communication No. 893 dated <br /> April 17, 2018, authorizes the Mayor to enter into a memorandum of understanding with the <br /> United States Department of the Interior National Park Service, and the State of Hawai`i, for the <br /> management of the Ala Kahakai National Historic Trail. <br /> The agreement would coordinate and clarify the jurisdictional, regulatory and management <br /> actions, and fiduciary responsibilities between the Federal, State, and County governments in <br /> relation to the management of this trail. <br /> Council Member Dru Kanuha gave an overview of what the memorandum of agreement would <br /> accomplish, and stated that the County, State and Federal would need to coordinate management <br /> of the Ala Kahakai trail. Council Member Karen Eoff commented on the importance of <br /> protecting all of the historical trails that we have. All council members voted affirmatively. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent <br /> of the Council to enter into agreements with the Federal or State governments or any other public <br /> body or bodies respecting action to be taken pursuant to any powers granted by law to furnish, <br /> expend, and receive any funds or other assistance in connection with projects being or to be <br /> undertaken pursuant to those powers. <br /> Your Committee on Planning is in accord with the purpose and intent of Resolution No. 592-18, <br /> and recommends its adoption. <br /> wb <br /> AYES NOES ABS EX Respectfully submitted, <br /> CHUNG X <br /> DAVID x .
