�JNt- OF---- , <br /> \\Ii// <br /> COUNTY OF HAWAII -��.f�`�"' `'/�}- STATE OF HAWAII <br /> RESOLUTION NO. 629 1 t <br /> A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI-YEAR <br /> CONTRACT FOR AN INTERGOVERNMENTAL AGREEMENT WITH THE UNITED <br /> STATES DEPARTMENT OF TRANSPORTATION AND MOKULELE FLIGHT <br /> SERVICE,INC., TO CONTINUE THE ESSENTIAL AIR SERVICE SUBSIDY FOR THE <br /> WAIMEA-KOHALA AIRPORT. <br /> WHEREAS,the Waimea-Kohala Airport is located fewer than 40 miles from a small- <br /> hub airport and has been receiving subsidized air service through the United States Department <br /> of Transportation's Essential Air Service program; and <br /> WHEREAS, in order for the United States Department of Transportation to enter into a <br /> new contract to continue subsidizing air service to the community, an intergovernmental <br /> agreement to share the costs between the County of Hawai`i (Department of Research and <br /> Development),United States Department of Transportation, and Mokulele Flight Service, Inc., <br /> (Mokulele Airlines) is required; and <br /> WHEREAS, funds will be appropriated from fiscal years 2017-2018 and 2018-2019 to <br /> cover the County's anticipated obligations of the multi-year contract under the terms of the <br /> intergovernmental agreement, which will take effect June 30, 2018; and <br /> WHEREAS, a small portion of the County's contribution will come from donations from <br /> the community; and <br /> WHEREAS, Section 10-11 of the Hawai`i County Charter requires that any contract, <br /> lease or other obligation requiring payment of funds from appropriations of a later fiscal year or <br /> of more than one fiscal year shall be approved by resolution of the Council; and <br /> WHEREAS, Section 46-7 of the Hawai`i Revised Statutes requires that County <br /> departments obtain the consent of the Council to enter into agreements with the federal or state <br /> governments respecting action to be taken pursuant to any of the powers granted by law to <br /> furnish, expend, and receive any funds or other assistance in connection with projects being or to <br /> be undertaken pursuant to those powers; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in <br /> accordance with Sections 10-11 of the Hawai`i County Charter and 46-7 of the Hawai`i Revised <br /> Statutes, the Mayor is hereby authorized to enter into a multi-year contract for an <br /> intergovernmental agreement with the United States Department of Transportation and Mokulele <br /> Flight Service, Inc.,to continue the Essential Air Service subsidy for the Waimea-Kohala <br /> Airport. <br />
