Poindexter, Chair <br /> Hawa1 i County Council <br /> 25 Aupuni Street <br /> Hilo,Hawaii 96720 <br /> Subject: Bill 154-Regarding Removal of Abandoned <br /> Vehicles from Certain Private Roadways <br /> Dear Ms. Poindexter: <br /> Pursuant to the Hawai`i County Council's May 22,2018,referral of Bill 154 to the <br /> Environmental Management Commission("EMC")for comment and recommendation,the <br /> EMC met on June 27,2018,and discussed the bill. <br /> By a unanimous vote at the meeting,the EMC hereby submits its approval and support of <br /> Bill 154. In addition,the EMC recommends, in the proposed Section 20-38(c)(3) of the <br /> bill regarding the promulgation of rules and procedures for the removal of abandoned <br /> vehicles,that the rules the Department of Environmental Management promulgates contain <br /> a component that educates the public on the procedures for reporting abandoned vehicles. <br /> The EMC would also support any code changes that would allow the Department of <br /> Environmental Management to issue citations for abandoned vehicles,in an effort to <br /> expedite the removal process in order to keep all highways and roads open to public use <br /> and as safe as possible. <br /> Thank you for the opportunity to review and comment on Bill 154. <br /> Sincerely <br /> Richard Bennett, Ph.D. <br /> Chair <br /> RB:mef <br /> County of Hawaii is an Equal Opportunity Provider and Employer <br />
