REQUEST: <br /> A Resolution authorizing the County (via the Department of Research and Development), pursuant to HRS <br /> §46-7, to enter into a Memorandum of Agreement with the Corporation for National and Community Service <br /> (CNCS) for the establishment and operation of a local project under the AmeriCorps Volunteers in Service to <br /> America (VISTA) program. VISTA is a "federal anti-poverty program designed to provide needed resources <br /> to nonprofit organizations and public agencies to increase their capacity to lift communities out of poverty." <br /> The Memorandum of Agreement details the number of AmeriCorps VISTA members that may be assigned to <br /> the County of Hawaii, the respective roles and responsibilities of CNCS and the County of Hawaii regarding <br /> the operation of its VISTA project, and the full range of legal requirements of the County of Hawaii in the <br /> programmatic operations of its VISTA project. As part of this agreement the County will provide funds in the <br /> amount of$14,666 as a cost-share for the project. <br /> Two waivers are requested that would allow time to execute the MOA and recruit VISTA volunteers for <br /> September start dates (project launch would otherwise be delayed to February): <br /> 1) A waiver from the Finance Committee, to place the Resolution on the August 8 agenda. <br /> 2) A waiver of the 5-day hold period after approval of the Resolution. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> With this CNCS VISTA grant, the Department of Research and Development (R&D) seeks to enhance the <br /> community's capacity to collaborate to advance community economic development, with a focus on four <br /> critical household challenges: transportation, affordable housing, energy, and economic self-sufficiency. <br /> Four VISTA members will practice community awareness and engagement, strengthen partnerships, and <br /> develop and deliver community economic development programs that include community outreach, <br /> information clearinghouses, public presentations, and training workshops.
