REQUEST:
A resolution authorizing the Mayor to enter into an agreement to accept grant funds for the Electronic Waste
(E-waste) Recycling Program.
A bill to amend the FY18-19 Operating Budget, Ordinance No. 18-68, to include an appropriation for the
Electronic Waste Recycling Program grant as follows:
085.3305.72 Electronic Waste Recycling $160,000
a0 085.601.5607.36.115 Electronic Waste Recycling, Misc Contract Sery $160,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
ACT 130 (2017) gave the State of Hawaii Department of Health (DOH) authority to provide limited funding to
reimburse the Counties to partially offset the cost to operate an electronic waste collection and recycling
program. Previously on December 31, 2015, DOH ended their program of partial reimbursement funding for
the Counties. The Department of Environmental Management recently received the grant contract from the
Hawaii Department of Health. The contract is proposing resumption of reimbursement funding and
proposed an E-waste grant of$160,000 for FY2018-19. The $160,000 reimbursement grant is to offset some
of the cost of the E-Waste program from July 1, 2018 to June 30, 2019. The E-waste collection and recycling
program is highly used by households, government agencies and businesses and is an important part of the
County's landfill diversion program.
In order to expedite use of these grant funds for the benefit of the public, we respectfully request to have the
resolution and bill for the Electronic Waste Recycling Program grant funds waived from committee.
•
SIGNED: DATE: 7 I /
Department Head
