REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> PARKS AND RECREATION <br /> DATE: July 24, 2018 Re: Comm.No. 979/Bill No. 162 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:34 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 162, <br /> reports as follows: <br /> Bill No. 162,transmitted by Council Member Sue Lee Loy, via Communication 979 dated June 28, <br /> 2018, is an ordinance designating Tax Map Keys 2-1-003:013 as "Happiness Gardens" and amending <br /> Chapter 15, Article 8, Section 15-68.1 of the Hawai`i County Code 1983 (2016 Edition, as amended); to <br /> add it to the parks and recreational facility schedule. <br /> In 1976, Kazuo Nakamura, a landscape designer from Kyoto, Japan, conceived of Happiness Gardens <br /> while overseeing construction of the nearby two-acre rock garden, a bicentennial gift to the people of <br /> Hilo, at Lili`uokalani Gardens. Mr.Nakamura built Happiness Gardens at no cost to the public, which <br /> was dedicated on May 11, 1979.
